It is made of Duplex Wire hoops wrapped with a linen cloth fabric. There are linen cloth straps connecting the hoops and a flared hoop bell shape bottom. This collapsible petticoat would have been worn underneath a full skirt.

This antique Victorian era Novelty Skirts label crinoline wire hoop cage bell shape petticoat dates from 1870. It is made of Duplex Wire hoops wrapped with a linen cloth fabric. There is a linen waistband, with adjustable silver metal buckle clasp closure on the front and original cloth tag label from "The Novelty Skirts" attached to the side waist. The bustle cage measures 30 inches long, 55 inch bottom circumference and has a 30 inch adjustable waist. It is in good as-is condition, with some minor wear and stains.
